According to tradition, a person with a single medal was (is?) supposed to wear it swing-mounted, and that is how many (most?) of them were (are?) issued.

I've really gotten into these guys lately: Greta Van Fleet, for those who are wondering.

In other words, they didn't think about useless crap and instead just built to need. Very innovative. The solution is obviously less government bureaucracy, but that's not gonna happen.
