Question about reliability status please reply ASAP

Hi, I got an email today by my recruiter that they are granting me my initial reliability status as long as i mail them the original Personal Screening forms. What does this exactly mean? And could i be expecting a job offer anytime soon after I am granted this. Please reply it would be very helpful.
