Are CADPATs still restricted?

Just wondering because me and a friend are arguing about it. and the use of CADPATs by cadets, but thats a different subject (one which i disagree on BTW)anyhoo, are they?

Maybe i worded my origional post impropperly. What I am trying to find out is if it is still illegal to purchase real CADPATs (not frontys) from a surplus store?

Yeah CADPAT is still Restricted to CF use and not for civies.
