Not all of it. We are blessed with mostly high quality coal, which would not be economical to use as thermal. But every coal seam has a portion of thermal grade coal, along with the good stuff, including coal good enough for filter use.

The whole thing is US political games. What that budget is not even close to what the final thing will be. The Administration knows that the current R's want thing's and leave them out to have the them negotiated back in and/or added to the line. They put in or leave out things on propose. Say cutting the F-15EX build, or retiring a carrier early.

One point about this proposal is that the idea of cutting some future things for readiness today......e.i. the Navy F/A-XX put on hold for now for money to fund the current fleet readiness. You can take as they know something bad is coming sooner than thought or they are just more serious than...others?

Electric Boat can deliver more than 2 a year, the USN tried to only take 1, and Congress mandated taking a second. COVID supply chain issues are long gone - it’s a simple matter of $ at this time.

There is a lot of friction in the USN on taking more Virginia’s knowing that a number will got to Australia at fire sale pricing - so it’s a shell game making Congress allocate more money for the boats outside the USN Funded Priorities.
