I remember being tasked to support Cougar Salvo 93 (Yakima), 94 and 95 (Fort Lewis). As a reg force AT I remember loading and shipping truck loads of ammunition across the border. What a logistical pain in the ***: Border crossings, Customs, dangerous goods ferries. What I remember the most is shipping most of it back because the troops who were expected to attend did not show up and the ammo did not get used.
I haven't supported Cougar Salvo in almost 10 years but from what I remember of it, soldiers agree to attend then civilian commitments force them to cancel out. I never understood why the brigade insisted on shipping so much ammo when year after year it did not get used. Rather than the brigade shipping the entire allotment, perhaps they are simply forecasting based on historical usage.
