This is a part of it. Similarly, physical courtrooms, prosecutors, and judicial clerical and administrative staff. The courts badly lack capacity.
 
My wife working at the Main Street Courtroom (Downtown eastside) was shocked at how defendants showed up stoned and everyone pretended that was fine, in Malaysia that would be an automatic 12 week detox centre for them, then court. Plus the workload for each prosecutor was around 200 files, so it was more of a "Legal factory" than a courtroom, just so they could make progress. My guess is they had more mandatory detox centres, bigger and better minimum security prisons and increased average sentencing by 10% they see a significant drop in workload. As repeat customers get a chance to dry out and improve themselves.

It is partially a issue of the courts, they were the ones who arbitrarily put a 18 month limit on things and never even gave a catch up time to implement it.
