THIS CANFORGEN PROVIDES BASIC INFORMATION ABOUT THE NEW REGULAR FORCES (REG F) TOS THAT COME INTO EFFECT 01 MAY 05. EFFECTIVE 1 MAY 05, THE MSGS AT REF B THROUGH L ARE CANCELLED


IN GENERAL, TOS SPECIFY A MEMBER S DURATION OF SERVICE, AND HENCE PROVIDE A FRAMEWORK FOR MANAGING PERSONNEL STRENGTHS IN MILITARY OCCUPATIONS. TOS ALSO ALLOW FOR TENURES OF DIFFERENT LENGTHS THAT BOTH MEET THE NEEDS OF THE SERVICE AND ARE PERSONALLY ACCEPTABLE TO MEMBERS


THE POLICY OBJECTIVE OF THE NEW TOS IS TO ENHANCE THE FLEXIBILITY AND ADAPTABILITY OF THE TOS STRUCTURE, TAKING INTO ACCOUNT: CHANGES IN THE OPERATIONAL ENVIRONMENT SINCE THE INTRODUCTION OF THE CURRENT TOS IN THE 1990 S, PRESENT AND FUTURE DEMOGRAPHIC CHALLENGES AND THE NEED TO ENHANCE PERSONNEL RETENTION, THE HIGH COSTS OF INDIVIDUAL TRG AND EDUCATION, AND THE RESULTING NEED TO PROMOTE A BETTER RETURN ON SUCH INVESTMENTS THROUGH LONGER SERVICE


THE NEW REGULAR FORCE TOS STRUCTURE APPLIES TO BOTH OFFICERS AND NCMS. ITS ELEMENTS ARE AS FOLLOWS:


THE VARIABLE INITIAL ENGAGEMENT (VIE) REPLACES THE BASIC ENGAGEMENT (BE) FOR NCMS AND SHORT SERVICE ENGAGEMENT (SSE)/SHORT ENGAGEMENT (SE) FOR OFFICERS. THE LENGTH OF THE VIE VARIES IN LENGTH FROM 3 TO 9 YEARS, EXCLUDING SUBSIDIZED TRAINING OR EDUCATION, E.G., ROTP. DETAILS OF THE LENGTH OF THE VIE FOR EACH OCCUPATION MAY BE FOUND AT APPENDIX 1 TO ANNEX B OF REF A


THE INTERMEDIATE ENGAGEMENT 25 (IE 25) REPLACES THE IE OF 20 YEARS


THE INDEFINITE PERIOD OF SERVICE (IPS) IS UNCHANGED BUT MAY NOW BE OFFERED POST-VIE AS WELL AS POST-IE25, AND


THE CONTINUING ENGAGEMENT (CE) IS NO LONGER LIMITED TO A SPECIFIC LENGTH AND MAY BE OFFERED EITHER AFTER A VIE IN LIEU OF AN IE25 OFFER OR AFTER AN IE25 IN LIEU OF AN IPS OFFER. MEMBERS MAY ALSO BE OFFERED SUCCESSIVE CE S


THE NORMAL TOS SEQUENCE REMAINS THE INITIAL ENGAGEMENT TO THE INTERMEDIATE ENGAGEMENT TO THE INDEFINITE PERIOD OF SERVICE. THE CF MAY DEVIATE INDIVIDUAL MEMBERS FROM THE ESTABLISHED TOS SEQUENCE IN RESPONSE TO CHANGING SERVICE REQUIREMENTS. IN ALL CASES, THE SERVICE REQUIREMENT REMAINS PARAMOUNT, AND DECISIONS ON INDIVIDUAL MEMBERS WILL BE MADE IN RELATION TO THE HR PRINCIPLES ESTABLISHED IN QUOTE MILITARY HR STRATEGY 2020 UNQUOTE


IN THE EVENT THAT LESS THAN 100 PERCENT OF AN OCCUPATION S MEMBERS ON THE SAME TOS ARE CONVERTED TO A SUBSEQUENT TOS, A SELECTION PROCESS FOR THE OCCUPATION MUST BE CONDUCTED. RESULTING TOS OFFERS WILL BE BASED ON MEMBERS POTENTIAL FOR CONTINUING SERVICE


MOST MEMBERS HAVE BEEN MADE AWARE OF THESE CHANGES TO TOS THROUGH PREVIOUS BRIEFINGS OR NEWSLETTER ARTICLES. THE FOLLOWING PARAGRAPHS DESCRIBE HOW THESE CHANGES WILL AFFECT MEMBERS SERVING ON EXISTING TOS


IN GENERAL, THE TERMS AND CONDITIONS OF THE TOS ON WHICH A MEMBER IS SERVING ON 30 APR 05 WILL BE RESPECTED WHEN THE NEW TOS COME INTO EFFECT 01 MAY. HOWEVER, WHEN A MEMBER S CURRENT TOS NEARS COMPLETION, ANY OFFERS OF ADDITIONAL SERVICE WILL BE IN ACCORDANCE WITH THE NEW TOS, AS ILLUSTRATED IN PARAS 9 AND 10


MEMBERS SERVING ON A BE OR AN SSE/SE WILL REMAIN ON THESE TOS. WHEN ELIGIBLE FOR FURTHER TOS REF A SHALL BE FOLLOWED. CONVERSION TO AN IE20 WILL NOT BE AN OPTION


MEMBERS SERVING ON AN IE20 ON 30 APR 05 WILL AUTOMATICALLY RETAIN THIS TOS AS WELL AS THE ENTITLEMENT TO AN IMMEDIATE UNREDUCED ANNUITY ON RELEASE AT THE END OF SUCH SERVICE. MEMBERS SERVING ON AN IE20 WILL ALSO HAVE THE OPTION OF REQUESTING A CHANGE TO IE25 IAW THE INSTRUCTIONS CONTAINED AT REF A


MEMBERS SERVING ON AN IPS OR WHO HAVE ACCEPTED AN IPS OFFER AS OF 3O APR 05 WILL BE UNAFFECTED BY THE NEW TOS. THEY WILL NOT BE ELIGIBLE FOR AN IE25
