Subsidized Education Plan

I tried the search function but i came up with nothing that realy answered my question.  I am looking into the subsidized education plan, but am a little unclear as to how it works.  I know that you go to school.  But do you go to BMQ before hand? How do you apply?  Anyone how has knowledge or experence in this would be much appreciated.
