Since your province of residence (or what you thought was your province of residence) deems you to no longer to be a resident, then you must be a resident (hopefully legal) of Illinois. While you may not be eligible (due to being an alien?), have you considered getting an ID card issued by the State of Illinois.

•There is no minimum age for a state ID card, which provides photo identification for Illinois residents. Children traveling on airplanes may need identification of this type to fly. •Free non-expiring state ID cards are available for Illinois residents over age 65. To obtain a state ID card, please visit a Driver Services facility.
•Free State ID cards valid for 10 years are available for persons with disabilities. To obtain a state ID card, please visit a Driver Services facility. The applicant must provide an Application for an Illinois Person with a Disability Identification Card completed by his/her doctor.
