Not everything appears on a member's MPRR. There may well be compelling reasons for a parent unit to select one person over another, or to prioritize to ensure they will still be able to meet their other tasks while filling those from higher.
Particularly now, with significant numbers of Reservists deployed, training for deployment, and backfilling throughout the CF, unit COs have to be selective to ensure the continued viabiltiy of their units. While it may be possible in some instances to push more pers out the door for a single task/mission/Roto, that sort of surge will likely not be sustainable - units will break and need reconsitution. Indeed, were it not for Reservists augmenting deployed units and backfilling in Canada, we'd have broken the Regular Force several years ago.
There's a series of pressures imposed on units: Force generate for operations; continue routine training; be prepared to force generate for itnernational operations; provide augmentation and backfill in stressed areas of the CF... the list goes on. COs have to attempt to balance those pressures to the best of their ability.
Or, in very basic terms: It's not all about you. Get over it.
