The geniuses who came up with bamboozle have never run a small business. The compliance costs for a store to reprogram their point of sale machines/cash registers for some items for a couple of months is not nothing.

Government hates working with small businesses and self-employed types. They love working with big companies and monopolies as you get more regulatory compliance with a smaller buck. Trying to get a bunch of independent minded fishing boat owners to agree on anything is lot's of fun, that's why the laws generally favour big business and consolidations squeezing out the little guy.
