I was under the impression that ultra-violet light was only damaging to viruses, not bacteria...

UV will inactivate organics including bacteria and viruses.  It has been used in municipal water treatment systems as a disinfetant for some time.  Basically UV just messes around with the nuclei in the cells and render the microbes uncapable of dividing and doing the nasty stuff to you, not actually killing it.  UV is better than chemical disinfection like chlorine because it inactivates microbes like cryptosporidium and giardia that chemicals can't.
